On December 20th, 2018 residents watched in horror as the pier and promenade were severely damaged by 100 km/h winds. The pier, West Beach parking lot and significant portion of its promenade were closed. Portions of the promenade have since been reopened, and extensive reconstruction is underway on the pier.  Completion of the short term repairs is expected in fall 2019, and White Rock city council approved $17.3 million in total for the waterfront and pier repairs to be rolled out over 2019/2020.

White Rock's population is 19,952, and it’s been growing at an average of 0.6% per year over the past 15 years. The beautiful seaside setting and the slower pace make White Rock a wonderful place to retire. But, the community also attracts many young families who want to raise their children in a less stressful environment, contributing to a median age of 56.6.

The majority of the homes in White Rock were built between 1961 and 1980, but roughly another 3,500 homes were built from 1981 through 2000. Two-bedroom homes are the most popular, but there's a mix of housing ranging from cottages to luxury estates. The neighbourhood is growing, with nine new condo buildings.

Altus White Rock is a new 12 storey building on Finlay, with 2 levels of shopping and 10 floors of luxury residential homes. It's the first midrise presale outside of the White Rock downtown core. Completion is scheduled for 2020. Beachborough is a 5-floor building on North Bluff Road, with 51 luxury residences. These mid-rise Surrey condos are expected to be completed in 2019.

Fantom is a 10-storey condo development on Thrift Avenue, with only 25 large and exclusive condos. Completion is scheduled for 2020. Foster Martin on White Rock Commons is an up and coming condo project that will have three towers, ranging from 23 to 24 storeys. Located between Foster and Martin, the master-planned community will have 333 units. Construction is expected to be completed in 2020.

Located on Johnston Road, Miramar Village Phase 2 is a 17 storey condo development with 229 units. Scheduled for completion in 2020, these two final towers will complete the quartet of residences in Miramar Village's White Rock Town Centre project

Newport at West Beach Phase 2 is a new condo development on Marine Drive, completed in 2016. There are 42 units in this 4 storey building, located in the trendy West Beach area. Located at the corner of Thrift Avenue & George Street, Semiah is a 14-storey concrete building with 88 2- and 3-bedroom condos. The building offers outstanding views of Semiahmoo Bay and the White Rock Pier.

Soleil is a 26 storey mixed-use high-rise with 178 1- and 2-bedroom condos. Located at the corner of  Johnston & North Bluff Road, the development is kitty-corner to Semiahmoo Shopping Centre and offers spectacular ocean views. The Hill is a condo/townhouse development of four unique residences on four floors. The building was completed in April of 2019.

White Rock residents enjoy twenty percent more sunshine than Vancouver, for a moderate, almost Mediterranean climate. Often when the surrounding South Surrey neighbourhoods are shrouded by dark clouds, White Rock will still be sunny and clear. Moderate temperatures range from 23ºC in the summer to 6ºC in the winter on average, so the beaches are popular year-round. Rain falls throughout the year in White Rock. Most of the rain falls during the 31 days cantered around November 19. The average total accumulation is 7.5 inches.

Employment Opportunities

White Rock's median household income is $62,344, and the unemployment rate is 6.0%. In the last census, the employment rate declined by 4 percent, as more people found jobs and businesses were thriving.

Key business sectors include Health care and social assistance (11.4%), retail trade (10.4%), professional, scientific and technical service (9.7%), educational services (8.4%), construction  (7.5%), accommodation and food services (6.5%), and transportation and warehousing  (5.6%). Public administration (5.2%) and manufacturing (4.9%) are growing industries, as is the film industry. The City of White Rock offers a variety of unique filming locations and the city is working to provide efficient procedures for obtaining the City authorization necessary for filming-on-location.
 

Education

White Rock has two primary schools: White Rock Elementary School and Peach Arch Elementary. In association with neighbouring South Surrey, there are four secondary schools.

White Rock Elementary is a K-7 dual track school with an enrolment of approximately 490 students. The school offers an Intensive Fine Arts Education choice program. For 27 consecutive years, students have won first place in each of their divisions for both track and field. Ä–cole Peace Arch Elementary is a dual-track school with an enrolment of around 550, kindergarten to grade 7. The school's Immersion Program has no catchment boundaries.

Semiahmoo Secondary enrols about 1660 students, grades 8 through 12. Semiahmoo has a strong foundation in academics with outstanding athletic, BASES, Culinary, International Baccalaureate, Music and Visual Arts programs. There are over 30 student-led clubs and a vibrant school community.

White Rock Christian Academy is an independent school option with an enrolment of about 460 students, kindergarten through grade 12. WRCA believes their International Baccalaureate® (IB) program gives their students the best advantage in preparing them for the future, equipping students with the tools needed to succeed at university.

31.5% of the residents have a university degree. While there are no colleges or universities in White Rock, there are quite a few within an easy commute or drive. Kwantlen Polytechnic University's (KPU) provides students with the skills they need for the careers they want. The university offers a range of degree, diploma, certificate, and citation programs with opportunities for hands-on experience and experiential learning.
 

Shopping/Dining

White Rock has two shopping areas: Marine Drive, with its East Beach Commercial Area, and along 152nd Street. While there are no shopping centres right in White Rock, there are three just north of North Bluff Road, in neighbouring South Surrey.

Windsor Square Shopping Centre is located at the intersection of 152nd Street and 20th Avenue. The mall offers 50 shops and professional services. Located at 152nd Street and 16th Avenue, Semiahmoo Shopping Centre is an indoor shopping mall with 75 shops and services. The mall experienced a major upgrade in 2010. Anchor stores include Save On Foods, Shoppers Drug Mart, Dollarama, Winners, and Browns Social House. The Shops at Morgan is an outdoor shopping centre located on Croydon Drive, with over 60 stores and services. Anchor stores include London Drugs, Thrifty Foods and Winners.

White Rock is a dining destination. Visitors come to enjoy the beach, take a stroll on the pier, or walk the 8-kilometre seaside promenade, and then relax over dinner. If you're arriving early in the day, Jan's On The Beach Restaurant serves a fantastic breakfast, as well as seafood and global dishes. Five Corners Café also offers great breakfast, in a 50's diner with original counter and milkshake machine.

For a quick bite or casual meal, Charlie Don't Surf offers burgers, pizzas and standard seafood dishes. Wooden Spoon is a popular brunch spot, with inventive bistro offerings, including burgers, pasta and tacos. Moby Dick Restaurant serves burgers, fried seafood and casual Canadian fare.

If you have a taste for Asian cuisine, Two Guys - Sushi and Seafood Grill offers an Asian fusion menu featuring creatively plated sushi and grilled fish with sake. Kappa Japanese Restaurant is the place for great sushi, sashimi, soups and sunomono. Pho 777 Vietnamese Restaurant offers pho, banh mi and other classic Vietnamese dishes. Little India Restaurant serves traditional Indian plates, with a patio and spectacular views of the ocean.

For a taste of the Mediterranean, Cosmos Greek Restaurant offers the classic Greek dishes, right on the waterfront. La Baia Italian Restaurant Ltd is a cozy traditional Italian eatery, also located on right the strip. Emilio Finatti Pizzeria is a casual pizzeria that serves authentic thin-crust pies with classic and unique toppings, plus calzones & salads.

If you're looking to spice things up, PG's Jamaican Restaurant serves authentic Jamaican jerk chicken and prawns, and curry dishes. Zapoteca Mexican Grill & Seafood and Baja Cantina Cocina Mexicana offer traditional Mexican fare.

When it comes to surf and turf, Onyx Steakhouse has been continuously voted BC's best steakhouse. Onyx serves cuts of dry-aged beef and other seafood/meat dishes, in a great atmosphere with critically acclaimed décor, and an extensive wine cellar. The Boathouse Restaurant serves local, sustainable seafood, premium steaks and BC wines.

For date night or a special occasion, Uli's Restaurant is a popular choice. Uli's is one of the original White Rock waterfront locations, with a great selection of BC wines, and a Euro-inspired menu that features local ingredients. Washington Avenue Grill offers a Pacific Northwest menu, at a waterfront restaurant with glass atrium and patio, with live music.

Other romantic dining choices include Barrique Kitchen and Wine Bar and Le Vol Au Vent.  Barrique is an upscale French-inspired bistro and wine bar. Le Vol Au Vent offers some of the best authentic French food in Metro Vancouver, with patio seating and amazing views. FIVE serves eclectic seafood dishes with inspiring views of the ocean.
 

Transportation

77.79% of White Rock residents are vehicle drivers. White Rock is located just 45 minutes (50.1 km) from Vancouver’s business centre, and 10 minutes from the Peace Arch U.S. border crossing. Vancouver International Airport (YVR) is 42 minutes (45.5 km).

The City of White Rock is serviced by the Translink public transit system. Translink provides nine inter-city routes, as well as a regional route to downtown Vancouver and Langley. Many of the Translink buses have bike racks. White Rock Centre is the southern-most major transit hub in Metro Vancouver, located at the intersection of 152nd Street and 16th Avenue. Translink also connects with Canada Line, a rapid transit system that connects White Rock/South Surrey with Richmond and Vancouver.
 

Arts and Entertainment

The City of White Rock actively promotes its artists and craftspeople through community art organizations and a diverse concentration of arts-related businesses. You'll also discover public art displayed in the city, like the Infinity Cycle abstract sculpture, and the invisible spray messages of the Rainworks project.

White Rock has two libraries: White Rock Library and the Surrey Libraries - Semiahmoo Library. White Rock Museum and Archives is a small museum that features four changing exhibits each year on White Rock's history and art and hosts cultural events. The museum also maintains the growing artifact and archival collections and has a shop that sells locally made goods.
 

Sports and Recreation

Every day, White Rock's promenade and pier draw residents out into the sunshine, for a healthy walk in the fresh sea air.  Two off-leash beach areas are available along the promenade for dog lovers. The City of White Rock offers 19 parks and more than 80 acres of parkland. The city's parks are open from dawn until dusk. There are beaches, wilderness parks and trails, all-weather sports fields, off-leash dog areas and picnic facilities.

Centennial Park provides a large green space with a soccer field, lacrosse box & tennis courts. The park has wooded trails, a playground and butterfly garden. Located near its northern boundary, the Centennial Park Leisure Centre and Arena offers a multi-use centre, ice rink, and curling rink. Coldicutt Park is a favourite with nature lovers, with its stairway and path located at the east end of Terry Road. The trail runs down the Coldicutt Ravine, ending at the Crescent Rock Beach shoreline.

The South Surrey Athletic Park is White Rock's sports centre. There are bike trails, a skateboard park, sports fields and an ice arena.

The Horst and Emmy Werner Centre for Active Living is a White Rock Recreation and Culture facility, with leading-edge cardio gyms, and mirrored fitness studios for regular and drop-in classes. The centre is also home to the Peace Arch Curling Centre.
 

Investing in White Rock

White Rock's beautiful beachfront and laid back lifestyle is its greatest appeal, and the sunny weather is incredible. Movie scouts selected White Rock for shooting the detective comedy-drama series Psych because of its resemblance to Santa Barbara years ago.

The lifestyle and small-town feel that have made White Rock so attractive to seniors are also drawing young families to the area. And the short 45-minute commute to Vancouver makes living in White Rock very doable. There are great schools, excellent parks and recreational facilities.

With beautiful new condo buildings popping up, White Rock is experiencing a growth spurt. The reconstruction of the pier and waterfront are securing the city's primary assets for the next generations.
